Hardware error 03130031-2F24 is a cutter shift timeout error. This code has the potential to be an easy fix. BEFORE doing anything, please read more about this particular error. It will help prevent you from making more problems for yourself while trying to diagnose what's wrong.
Error 2F24 means one of two things. If it was simply an error, it means the cutter failed to reach the home position in time during a cutting operation. If you have the hardware error 2F24, it means no sensor has been detected during a cutter operation involving sensor detection.
Before trying anything, you will want to clear any paper jam that may be in the print area. This can be done by lifting to top cover normally and removing any media that did not cut properly. We recommend advancing the media and cutting with a pair of scissors.
Once you have removed the jam from the failed cut, press the power button until the printer turns off. Wait a few moments, and power back on.
If the error has cleared, you are finished with this troubleshoot.
The service manual does not have remedial action for this particular error code. If your printer fails to correct the code after a power cycle, this could be an expensive problem. Normal, working parts may have to be replaced to try to accurately diagnose the part that is failing.
